“Sleeper Law” No. 12 — New requirement comes with increased funding for ECFE

By Denise Dittrich, MSBA Associate Director of Government Relations

Early Childhood Family Education (ECFE) — a really popular early education program in many Minnesota communities — received increased funding in 2014 Education Finance Bill.

ECFE is now linked to the per pupil formula (which means funding will increase when the formula increases), which many welcomed after years of stagnant funding.

With this good news came a new requirement: school districts need to conduct a community assessment of needs and submit a report to the Department of Education that demonstrates the district has responded to the needs of the community.
